I think that that is one of those Patriot Act type laws. Can't Idle by the post office because your car might be a bomb or some such non-sense. I'm sure there's a delicate line of reasoning why it so.
If it isn't terrorism, it's the environment... this appears to be referring to laws that prohibit idling in order to reduce pollution and fuel consumption. Interestingly , the only legislation for New York State is here and only applies to vehicles over 8,500 lbs. There are city regulations, but not state.
It's interesting they can regulate such a thing... not that I disagree with the goal.
